General:
I have the honor to submit the following "General Report of Bureau and Freedmen Affairs" in this Sub-District for the month of April 1868.

Non payment of Wages
There has been forty (40) Complaints of this character made at this office by Freedmen. All of which have been referred to the proper Civil Authorities, with instructions to take immediate action (in attaching the crop of the Employer) to satisfy the claims of the Laborers.
A written statement is required of these Officers-setting their actions taken in said cases.

"Violating Contract" (by Freedmen)
Ten (10) complaints of this kind has been made at this office by Employers; in which the Laborers have abandoned their contract without any seeming provocation and have in most of these cases - entered into new contracts with other parties. In all cases heard from they have been induced to return and fulfill the contract made with their former Employer.
