them, to not allow the Laborer to be so discharged, without a "legal process of law". Three (3) complaints have been made by Employers; where the Laborers have abandoned their Contracts. In these cases the Laborer have been induced to return and fulfill the same. 
Third - "Settlements"
Ten (10) Settlements between Laborers and Employers have been made at this Office during the month. All of which have given entire satisfaction. 
Fourth - "Contracts" 
One hundred (100) Contracts have been presented at this Office for examination. Strict attention has been given to the same in noting and explaining to the Laborers the obligations contained therein. In many of these written instruments, advantages are taken of the Laborers. Contracts of this character have been minutely explained to them, and they have been informed of the result, of continuing to labor under such Contracts. 
Fifth - Assault & battery on Freedmen (by white persons)
Two (2) Complaints of this nature have been reported at this Office by Freedmen. Both of which have been referred to the Civil Authorities with instructions to take immediate action, which
