I have the honor to submit the following "General Report of Bureau and Freedmen's Affairs" in this Sub District during the month of May 1868 Viz.
1st Non payment of wages.
There has been Thirty (30) Complaints of this kind made at this office by Freedmen. All of which have been referred to the proper "Civil Officer" with instructions to attach enough of the last years Crop of the Employer to satisfy the claims of said Laborers as per General Order No 13 & 14 Hd Qrs Dist of Ala series of 1867.
2nd Violation of Contract By Freedmen
Ten (10) Complaints of this kind has been made at this office by Employers, in which the Laborers have abandoned their contracts without any seeming provocation and in some cases have entered into new agreements. In these cases (wherever the Freedmen can be found) letters
