General:

I have the honor to submit the following "General Report of Bureau and Freedmens Affairs in this Sub District during the month of June 1868.

First: Non-payment of Wages.

Ten (10) Complaints of this kind have been made at this Office by Freedmen, all of which have been referred to the proper Civil Authorities; with instructions to take immediate action, as per General Orders No 13 & 14. Head Quarters Dist of Ala series of 1867. 

Second: Violation of Contract by Employers and Laborers.

Two (2) of this kind of complaint have been made by the Freedmen; in which they have been discharged without "legal process of law". In these cases letters of instructions are written to the Employers notifying them, that they will not be allowed to discharge - from their place - any person, who under the Contract is either a Truant or a Partner, which
