I have the honor to submit the following Report of Bureau Operations and Freedmens Affairs in this Sub District, from the date of my appointment May 20th to this day, in accordance with Circular No 4, Current Series, from the Commissioner. 

1. The working of the Labor System. The reports from all parts of this subdistrict agree in representing the conduct of the freedmen as peaceful, orderly and industrious. They are very generally performing their part of their contracts is simple good faith and to the satisfaction of their employers. The prospects of crops are exceedingly good, and if the employers meet with no uncommon causes of loss, they will have a very profitable year, and none of the excuses for non payment of their laborers so generally given last year will serve at the close of this season as pretexts for defrauding
