provision whatever has been made in a public way for the poor. Private charity, severely taxed, is insufficient for the wants of these sufferers, and the issues of corn and bacon by the Government and relief agencies is not commensurate with the need. Of medical aid there is no supply, while the want is every where apparent. Chambers County has a poor house, and the public provision for relief is better than in any other County in my Sub district. The whole poor system of the district, based upon the condition of a happy and prosperous people, is sadly unfitted for the wants of the community wrecked by rebellion and devastated by vigilance committees, conscript officers and war.

4. System of Taxation. The unequal system of taxation in force in Alabama, bearing lightly upon the large land holders and heavily upon the laboring men and the poor, is the subject of incessant complaint in this Sub district.
