I have the honor to submit the following Report of Bureau operations and Freedmen's affairs in this Sub. Dist. from the 1st day of July to this day, in accordance with circular no 4, current series from the Commissioner. 

1 The working of the labor system. The reports as hitherto in this Sub. Dist. continue in representing the conduct of the Freedmen as orderly and industrious. I have had no complaints against them within the last month, for violations of contract or other improper conduct.

The prospect of crops is still promising, in fact, it is said by many that they have not been excellent within the last ten years.

2nd. The Apprentice law. Since my last report there has been no complaint of the unjust enforcement of that heretofore much abused law. Probate judges have become familiar with recent orders, and seem to be governing themselves accordingly. Owing to the continued good accounts of crops which are now well nigh made, I am of opinion that the further issuing of supplies by the general government in this Sub. Dist. will
