I have the honor to submit the following Report of Bureau operations and Freedmen's affairs in the Sub. Dist. from the first day of Feby 1868 to the 29th day of Feby 1868 in accordance with circular roll current series from the Asst Commissioner State of Ala. 

1st Working of the labor system. I regret that I am unable to give as favorable accounts of the working of the labor system as in former reports. It seems from complaints that reach me, that the relations between the Freed people and a large number of their employers are very much disturbed; in many cases Freedmen have been turned off for exercising their right to vote in the late elections and where they are not dismissed, they complain that they are not as well treated as heretofore. I am satisfied that unless there can be a better understanding between employers and laborers there will be a great falling off in the crops in this Dist. compared even with last year.

2 Supplies. I have formerly reported that in my opinion there was sufficient supplies in the country for all the people to live upon
