3rd Feeling between the races
As to the real feeling between the races
I have noted but little change since my last report
If any at all I am inclined to the opinion that it is 
slightly in favor of the Freedpeople. 

4th Labor System
It is an acknowledged fact by 
all that the Freedpeople, as a class, are laboring 
faithfully and conducting themselves orderly and 
peaceably. I confidently hope and believe that when
the present political troubles are settled and the 
people come to realize the new order of things, that 
friendly relations, and even good feeling will 
be restored between the races. 

5th Officers Civil
There is still some complaint of 
neglect of duty on the part of Civil Officers in some 
parts of this Sub Dist. but, not altogether so much as heretofore reported.
