There is a class of men in this part of the State who are doing all they can in opposition to the reconstruction law and all white or colored persons who are in Sympathy with said law this class of men being in the ascendency and most inverabley ocupy the civil offices all Suits at law acounts and dirences generley between those men and loyal white and colored men are Settled or disposed of at the mercy or pleasure of the former without any opposition whatsoever. Many union men white and colored are so brow-beaten by those unscrupulous men that they spare no effort to avoid me at all times for fear of incovring the displeasure of thos outlaws, which would result in ther being injured in some way
