In accordance with instructions contained in Circular No. 11 from the asst. Commissioner of Alabama. dated Feby. "19th" 1868, I have the honor to submit the following Report of Bureau Operations and Freedmen's Affairs in this Sub Dist. for the month of October 1868. 

Crops
In the middle and southern portions of this Sub Dist. the crop of both, Corn and Cotton will be very light, the Cotton has been very much injured by the worms, and recent heavy rains, but in the Northern portion of the Sub. Dist, the Corn Crop is very good, and the Cotton has not been injured but very little by the worms. 

Contract Labor &c.
The Freedpeople continue to labor faithfully and, as a general thing, comply with their part of the contracts in every respect, but I am sorry to say that there are a great many Employers who continue, in various ways, to swindle the poor, ignorant, col. People out of their just Rights and hard Earnings, It is true that, in some localities they get their Rights, and that most all of the present Civil Officers are disposed to administer the laws justly and impartially, but in some
