Others from seeing the master with gun in hand, have never looked back to see whether he was hunting deer or darkies, until they reached my office, perhaps from fifty miles or more. Others are restless and vagrant in their feelings disliking permanence, entertaining crude ideas of the opportunities of freedom. Then there is the large class of lazy vagabonds, whose only thought is to keep alive in some way without work. Among all these, the labor of a plantation is very likely to be interrupted at any moment. If the bureau could always arrange the matter satisfactorily, so as to restore the labor to the place, much time would elapse in going to and fro between distant points, which might be fated to the crop. My earnest conviction is that to secure the best effect of military supervision there should be an Asst Supt. in each County, with aids at two or three points, in each of the more densely populated counties, so that every plantation might be under the constant or immediate possible surveillance of the military.
