The question of justice to Freedmen does not, however, improve. Complaints of fraud in last year's payments or rather, non payments, are numerous. Also, of physical violence in connection with the plaintiff's asking for them.
Another class of offenses is connected with the retention of minor children, from their parents. I have determined to send a guard to one or two cases, of the worst character an reclaim them arbitrarily.
The gentlemen from Mississippi all badger me about transportation through this state with their employees. Will you give me explicit instructions with regard to the matter, whether I shall in any case grant it for the hands they pick up here.
