It is believed that the destitution now existing does not call for any general issue, and that the counties can well secure subsistance to all destitutes within their respective limits.

The business of the Bureau has been generally satisfactory although complaints of injustice have much increased. We have compromised and accomodated & used our full discretion to meet the exigencies of cases, and with generally very good results.
