I have the honor to submit the following General Report of this Sub-District for the month of October 1867.

There has been a great increase of complaints of the various characters during the month, which have been referred, almost invariably, by this office to the civil courts. 

There have been several complaints of assault with intent to kill, which have come to this office after the parties had in vain applied for redress, to the nearest Justice of the Peace. This failure to act on the part of the civil officers, is fact becoming general, and, if not checked, may lead to unpleasant action on the part of the complainants. A strongly worded order from the Assistant Commissioner, would have the desired effect.

School affairs remain unchanged since last Report. The Sub-Asst. Commissioner has been notified that Teachers will be required to report direct to the Supt. of Education, that rooms will be furnished in Selma, as heretofore, to Teachers, who may be appointed by Northern Benevolent Societies.
