General,
I have the honor to submit the following General Report for month of February 1868.

The general character of complaints made by Freedmen during the month and the manner of disposing of them has been very much the same as in the preceding month. 

There has been an increase in the number of contracts made at this office and brought for approval. Planters have changed and enlarged their plans for operating their farms, resulting in a greater demand for farm laborers and offering of better wages. Freedmen are now generally at work.

Destitution appears to be somewhat increased. No new provisions for indigent persons were made at the late regular meeting of the County Commissioners. Instructions have been received from your office, relative to the
