I have the honor to submit the following General Report for month of March 1868.

The complaints made by Freedmen at this office have been of various kinds. Several assaults, one assault with intent to kill, detention of household furniture for debt, refusal to settle for labor performed in 1867, illegal restraining of colored children of their liberty. Three cases have been referred almost invariably, to the civil authorities, where they have resulted quite satisfactorily, except in the actions for debt due for farm labors. The planters having in most instances disposed of all the products of their farms thereby preventing the laborers from availing themselves of the benefit of G.O. No. 13 series 67 D of A creating a labor lien upon crop &c.
