General:
I have the honor to submit the following Genera Report for the month of May 1868.

The complaints made to this office of which there have been the usual number, have principally been against employers for wages due and dismissal of laborers, working, for a share of the crop, without settlement. All these complaints have been offered to Justices of the Peace, but owing to the many vacancies  existing, and the want of alacrity and good faith on the part of many of these magistrates the business of their office has been greatly retarded, and but comparatively few of the claims, so far, are Known to have been satisfactorily settled.

Destitution appears to be steadily decreasing, and but few applications for relief have been made, and all from people living in Dallas County. The Commissioners of their County supply the needy whites, but refer all cases of colored people to the Bureau. The issues at the Soup Kitchen have been small, and the number of applicants has decreased from day to day. In view of these facts, and the receipt
