Destitution still prevails to some extent amongst a certain class of freedmen, such as cripples, and people who on account of old age are unable to work, and have no one on whom to depend for support. Rations were issued only in such cases where it was imperatively necessary to save people from extreme want and starvation. The Civil Authorities in Dallas County have not yet made provisions for Destitute Freedmen, and until that is done, they will have to be supported at Government expense
