I have the honor to submit the following General Report of operations of the Bureau in this Sub District for the month of August 1868.
The business of this office has been confined principally to giving Freed people advise as to the best method of adjusting their cases brought here for settlement, which have been of a general character. Those cases which would necessarily come before a Justice of the Peace, have had to be dropped in most instances, at least for the present, on account of the many vacancies existing not yet filled by the new candidates. It now appears as if a great many of the positions must continue vacant for want of persons who can qualify. This is greatly to be regretted.
