I have the honor to submit the following General Report of the operations of the Bureau in the Sub. District for the month of September 1868.

While the character of the complaints made has been the same as during the previous month, there has been a decrease in their number. This is owing to some extent to the little attention which is paid by the Courts to cases referred to them by the Bureau since the State has been placed in the hands of the Civil Authorities. Were the new officers all installed it would aid the colored people very materially in the prosecution of their claims. 

There has been no change in School affairs since last Report. Mr. Bayley wrote that he should re-open his school at Pleasant Hill on the 1st of
