I have the honor to submit the following General Report for the month of October 1868. 

In reference to complaints brought to this office the same course has been pursued as during previous months. They present no new features. A disposition is manifest among the Freedmen to take their cases to the proper civil authorities where there is the least hope of an impartial investigation or trial.
  
Special Orders No 101 and 107 current series from your office have been received. The sum of Eight hundred (800) Dollars authorized by the former order, to be expended in completing the Marion school house has been nearly expended, in the purchase of Paints, for the outside of the building, and lime, lumber
