I have the honor herewith to forward a report of the operation of the Bureau R.F. and A.L. in the Sub District of Talladega, for the month ending June 30th 1867
The working of the labor system is attended with much confusion during the past month and at the present time, owing, in my opinion to the less necessity for labor, caused by the crops being nearly cultivated and several freedpeople have informed me this day that they have been driven from their contracts because they came here yesterday to celebrate the 4th of July. In every case I have informed the different employers that the 4th of July by the American people has ever been regarded as a public day and that no free man could be excluded from the privilege of celebrating that day and any person, which by words or otherwise attempted to injure freed-people for celebrating the Independence of America would be punished the same as for attempting to debar men from registering.
