I have the honor herewith to transmit report report operations Bureau R F & A L for month ending 30th September 867. The working of the labor system is attended with confusion moreso than last month owing in my opinion to colored men exersising his right of franchise. In behalf of many different pantives (colored persons) I have instigated suits against parties who very evidently was promted by prejudices against the colored men to violate the law. Much of my time was spent during the month in requiring the execution of orders relative to registrations preparitory to elections. On 18th a party of colored men in rout for Jacksonvill from this place was attacted at Oxford Ala. by a set of drunken outlaws, several shots were fired and two colored men were hurt. I dispatched for troops at the same time [[strikethrough]] and [[/strikethrough]] ordered the Sheriff of Calhoun County to arrest the offenders: the Sheriff attempted to make the arrest but failed, the troops arrived; as yet the combind civil and military law failed to arrest the desperaders.
