I have the honor herewith to transmit report operations Bureau RF. & AL. Sub Dist Talladega in the month ending 30th Nov 1867. The working of the labor system is greatly improved since my last report, which evidently results from the circulation of Genl. Order No 13 dated Hdqrs. Dist Ala Nov 9th 1867. But owing to the exorbitant price of provissions during early part of the year and present reduced price of crop raised, farming will be unprofitable and in many instances will not meet expences.  Consequently some laborers will realize nothing for their labor except the provissions already consumed.  The American Missionary Association having superceeded the Bureau in the controle of the schools at this place, and have one school under the management of Rev. Henry E. Brown and Mrs. Hopson, with an average attendants of sixty five (65) Scholars.  The president of the A.M.A having desired each pupil to be taxed $1.00 per month.  Some not being able
