visited different localities in Shelby county, and in and out of my Office I have  superintended and effected seventeen different settlements where freedmen were interested, with Justice to them.

I have made arrangement with competent loyal councils to attend all cases against freed people who have been arrested upon various charges, taking freed peoples obligations for their services, also have caused seven warrants to be issued for arrest of persons for unprovoked assault upon colored people.

I have spared no efforts to assertain number condition &c of colored Schools. Out of the nine counties in this Sub Dist, six, are entirely destitute of schools, which I have duly reported to the Supt of Education. I would respectfully state however that I am in communication with American Missionary Associatin in view of increasing the number of schools and extending them into every county.
