Sir,

Since my last monthly report I note less complaint on the part of Planters & Freedman in regard to violation of Contract. Complains of assaults upon freedman have sensibly diminished since the adjournment of the Circuit Court for this County- at that term several white men were indicted for this offence and found guilty, the judge and jury discharging their respective duties without regard to "color race or previous condition" It is confidently hoped that, persistent energy on the part of this office in bringing offenders to Justice, will result in a more correct appreciation of the rights of all- Schools for Freedman are flourishing and well attended, the pupils exhibiting zeal and capacity. 

The Election for Delagate & convention is now being held - and at this hour near the class of the first day - I am able to say that in 30 years I have not seen a more orderly and quiet election. Over 1500 votes have been polled without the slightest disturbance
