Office of B.R.F and AL Tuscaloosa Ala Dec 1st, 1867. To Maj Gen, Wager Swayne Com Dist of Ala Montgomery, Sir, I have the Honor to report that the affairs and condition of the Freed peoples in this sub dist are in as good a condition as could reasonably be expected, the crops are very good, and all those that have been working for a part of the crop, have, (generally)-enough to put them through the coming year, provided they can get what is justly due them, and I am happy to say that Genl. Order 13 is of vast help to them; and a most voluntary & important order, one that was much needed, for it is a fact, that, there are a great many white men that do their utmost to get the labor of the F.M. without a fair consideration (this I am sorry to be compelld to say, but it is a fact) I regret to have to
