Sir,
I have the Honr to Report that, for the past month the affairs and conditions of the Freed People in this Sub, District have been getting along about as much as usual; and at this present time they have mostly gone to work. This is partly owing to the increased demand for Labor; on account of the rise in Cotton the Planters seem to be stimulated to extra exertions.
The number of complaints of hardships I think are not as numerous as they were; altho there are yet some great outrages being perpetrated on them. and it seems very difficult to get the perpetrators brought to justice. This I hope will not be the case after the Statis of the State becomes permanently fixed, which I hope soon will be done.
