I have the honor to rep't that the conditions of the freed people in this Sub. Dist. is as good as could reasonably be expected - considering the dreadful state of the country. In fact during the past month there has been fewer complaints of hardships than for any previous month during the present year. This I attribute to the new Rebel program adopted "that is" to indeavor to accomplish by persuasion and cajoling them what they formally did by threats and violence. Whatever else may be said of this policy it certainly is for the present peace and quiet of the F.P.  our little city has been unusually quiet this month and I think I can plainly see that our wonton man is loosing (very fast) his influence. nearly everybody that has anything to loose are getting very sick of him &
