Smith to report to me in person at Tuskegee Alabama In cases when employees will continue to abuse their laborers; whip and beat them; what will I do? How may they be punished? If I refer the matter to civil authority I am convinced it will be lightly considered, and the offender allowed to go away, having settled the costs. There are occasional applications for rations, but not many, and alas for transportation.
