I have the honor to transmit herewith my weekly report or letter of advice required by  Par 1 Genl Order No 14 
A General quiet Seemes to reign throughout this entire District or nearly So; but vary few complaints reach this Office and fewer Still of Violence towards the Freedmen tho complaints are mostly confined to a misunderstanding of their contracts, the Freedmen Seem to think they are not getting all they contracted for; and in Some instance they are not but I have taken the responsibility of causing to be delivered to the Freedmen all that is Justly due them according to their contracts. I am not posative but what Such cases as those above mentioned Should be refered to the civil agents and I wish more definite instructions on that Point. I wish to know whether a failure to comply with a contract Should be refered to the Civil Agents for adjudication or not; or wheth Such cases are contemplated in Par 8 Genl order No 14 or not? I don't wish to Compromise my Self but wish to do all for the Freedmen in my power which is in accordance with Law and Justice. there are Some few Complaining at this office of having their armes taken from them by the citizens please inform me whether they are [[strikethrough]] not [[/strikethrough]] allowed to carry armes or not? I am under the impression that they are as much entitled to a gun as any other person. there are Some few cases of Small Pox
