General:

In compliance with Special Orders No. 2 Extract 9, I have the honor herewith to forward my report on the condition of Prisoners now confined in the Military Prison of this city.

I find the prison exceedingly crowded, so much so as to endanger the health and life of the prisoners. 

I find most of these prisoners are confined by order of Capt Scott, Provost marshal of the post. His endorsement is necessary to confine a prisoner.  This being the case prisoners have been confined by various parties, on the Captains approval of their request but the Captain is ignorant of the truth of the changes & the prisoners have no one to interest themselves in bringing the cases to a trial.

Some have been imprisoned by order of Capt Morgan Pro Mar 3rd Division, 16th A.b.  Capt Morgan is now mustered out of service and I have not been able to learn what disposition he made of his cases.

The same is true of Capt Sexton, Asst. Pro. Mar. of 16th A.C. But I suppose Major Wilkinson has these cases in charge.
