Colonel:
I have the honor of laying before you a report of a tour of inspection made in Eastern Alabama, in obedience to Special Order No 15, dated Jan 22nd 1866.
Upon arriving at Opelika, in route for Girard, Russell Co, my attention was arrested by the following order, issued by C. J. Lewis Comd'g the so called militia of Russell Co, to his subordinate officer at Girard. I was greatly surprised to see that an officer, in an order of instruction dated as late as Jan 17th, should speak of "freedmen using seditious or insurrectionary language", and order his "men to proceed forthwith with the collection of arms and ammunition found in the hands of freedmen," when it is generally admitted by all law-abiding citizens that the peaceful and orderly conduct of
