unsafe for a federal officer to walk the streets. But I saw nothing of the kind and I was all over the town. Yet I am confident that matters are bad enough and require correction. 

As to the Remedy.
I I would recommend that troops be sent immediately to Girard under the command of a Grace and discreet officer who should act also as agent of the Bureau for Eastern Alabama.
I urge the recommendation for the following reasons:
(1) The troops have now been withdrawn from Columbus and none are left in that vicinity to suppress these disorders, Hence it is important that a garrison be stationed at this place, and not a very small one either. 
(2) Two rail roads running from Ala. center at Girard. Many of the planters who live in South Eastern Alabama make Columbus their place of business, hence pass through Girard. If an agent were stationed here he could make himself
