forbear to suggest further, the propriety and vast importance of having in each county one or more persons to whom this matter of examination and approval of contracts shall be especially committed. This subject, I think, is looked upon in many places as of little importance. The suggestion offered I regard as important for several reasons.

1 The form of contract herewith submitted, renders such a course necessary. Upon examination it will be discovered that there is but one party recognized in the contract. The employer is judge, jury & magistrate combined Such contracts forestall any fair experiment of a free Labor system, and will ultimately react injuriously upon the minds of Freedmen.

2 The settlements of the coming fall between employer and employee will be fair and easy, in proportion as the contracts made and approved are fair and explicit. The thousands of complaints during the past fall and winter
