There being no other means of transportation between these two points except by boat, and fearing if I waited for another boat, I might meet with a similar refusal, I therefore returned without accomplishing this part of my order. I hope this will not be regarded as an a act of disobedience of orders. I should have made the Trip at my own expense, but unfortunately I had not the funds with me to pay the additional expense. 
I respectfully ask for instructions in such cases. Does the government intend that its orders for Transportation shall be respected whenever presented? If not, it is mockery to issue them, and vain and worse than vain, to attempt to travel with them. Frequently, they are taken with reluctance, and often I have been humiliated in presenting them, but never before was my pride of government so wounded as by this dogged refusal.
