Which I used some fines but all received after the receipt of Circular No 17 was reported.
In conclusion General, I acknowledge that, some of my memoranda accounts were badly kept and some pistols seized cannot be found, but if ordered to pay for them will do so. but for seeming neglect or carelessness I have in extenuation to plead, that 1st for a long time I was overworked, as I had not sufficient clerical help. Nor could I get it, and I am sure by hard work I would  double what the amount of two or three old pistols, and $30 or $40 fines would amount to, 
2nd  In all I did I tried to have the welfare of the freedman in view. Whether it was to defend him from oppression and wrong, or by punishing him for crime.
