I would likewise respectfully recommend that a suitable place be selected for a "Home Colony" at Selma, the present colony (if it can be called one), is altogether inadequate for [[strikethrough]] a colony [[/strikethrough]] the wants of the place being only six small houses at the fortifications, west of the city.

Subsistence is now being issued to parties in all parts of Selma, and carries on the Returns, as a "Home Colony" when in fact, the colony proper. can not contain over fifty persons.

I would respectfully recommend that a board be convened to ascertain and fix the value of lands, buildings, and tenements, in possession of the Bureau fix the rentals of such as are not required [[strikethrough]] for [[/strikethrough]] by the several Depts.  Also to make reports of all circumstances connected with title, to each piece of property, and fix the rental of such buildings belonging to private parties as may have been occupied by the U.S. since April last, or since the "Peace Proclamation."

In this connection I would request that County records be examined, in counties where it is Known that the Confederate Government Errected buildings, owned or had possession of Lands, Mills and tenements.

To increase the efficiency of the bureau I would recommend that asst Commissioners be required to make a monthly [[strikethrough]] Repor [[/strikethrough]] Abstract of complaints  as per enclosed form,
