that the same Officer should act in this twofold capacity, it will result in advantage to both, but, at the same time, they should be kept distinct an separate branches of the service. This is not done in Alabama. But one set of books are used, and the orders, circular and correspondence, relating to the military command and Bureau affairs are entered in the same books, as though pertaining to but one office and the same branch of the service. All communication affecting the Bureau affairs, purport to issue from the Head Quarters of the Military Distract and are signed by General Swayne in his  capacity as District Commander. In my inspection of the Office of the Ass't Comm'r, especially the books & records, I was somewhat embarrassed by this. - The same difficulty runs through all the Staff Departments at these Head-Quarters, and is particularly noticeable in the Quartermaster's Office.

Districts.
