Clerks at $80.00 each per month. In addition to these, there are employed a number of laborers and messengers at the various offices, at monthly wages of from $15.00 to $30.00 each per month. These persons are used as teamsters, messengers, and artificers. I do not think in the present contracted operations of the Bureau, that the services of so many clerks and laborers are necessary. In the office of the Ass't Comm'r, the clerks required and employed in and about the business pertaining to the Head Quarters of the Military District are paid by the Bureau.

The civil agents are not paid a stated salary, but permitted to retain the fees accruing for the approval of contracts as emoluments of Office. I was unable to ascertain the average amounts thus received as no returns of the number of contracts approved or fees collected is required of them. The fee for approving contracts is limited to twenty five cents for each laborer contracted for. This was departed from the Northern District where in addition to twenty five cents for each hand, a further sum of fifty cents was exacted for the contract. These civil agents render but little service besides approving contracts.
