disabled while in that service. It will be observed that the issue to whites has exceeded that to negroes , by more than two-thirds.

The issue has been guarded perhaps as carefully as it could be, by the limited number of officers over so large an extent of territory. I have no doubt but that imposition has been practiced on the Bureau and its agents; in some instances, this cannot be avoided.

Officers.

I found the Officers, generally, suitable for their positions and efficient in the discharge of their duties (there were exceptions hereafter referred to.) In the Office of the Sup't of the Selma District, the books had not been well kept, nor had the returns been correctly made. Lieut George Shockey, 15th US. Infantry, recently assigned to duty as Sup't of this District, is a capable, intelligent & efficient officer; he will soon put the Office in proper condition. - At Demopolis, Bvt. Maj. C. W. Pierce, Capt. V.RC., who is in charge of the Sub District, is a zealous & discreet officer; he looks closely after the interest and rights of the free people. There are frequent complaints of outrages against the freedmen in this vicinity, which he promptly investigates & seeks to secure them justice as far as possible in the courts.
