The District of Talladega was in charge of Bvt. Maj. R. Theune, Capt. V.R.C. This officer appeared to have secured the goodwill and esteem of the white and colored people of his district. His books & records were in bad shape, and the affairs of the District, seemed to be loosely conducted. While at Talladega, information came to me, that Maj. Theune had been engaged in a series of travels upon the Government, by selling Subsistence-stores, entrusted to him for issue to Refugees & Freedmen and appropriating the proceeds to his own use. Upon investigations, I was satisfied of the truth of these allegations. I thereupon relieved him from duty at that station, placed him in arrest, & sent him to Montgomery to report to the Ass't Commissioner. -I thought it proper to take immediate steps in this matter and hence assumed to act by your orders; I at the same time reported my action to you by letter, as also to Gen'l Swayne. - In this District, which embraces but three counties, the colored population is comparatively small, & the necessity of a local Sup't is not pressing.

At Mobile, I found 2nd Lieut. Joseph Logan. V.R.C., in charge of the District. Bvt Maj Geo. H. Tracy, Captain 15th U.S. Infantry has been assigned
