by threats of violence from citizens, that they could not be induced to go to the place of trial without protection, and that the commandant of the Post declined for want of authority, as he alleged to furnish a guard, hence the prisoners were discharged without trial. I could not learn that the result of this matter had been reported to the Asst Commissioner
The Southern District is composed of the counties on each side of the Tennessee River, north of the mountains, and comprises nearly one third of the State. It was originally within the jurisdiction of the Asst Commissioner for Tennessee but was restored to the Dis of Ala in Nov '65
There has been much destitution in a portion of this district, and the distribution of supplies has engrossed much of the time & attention of its officers
Lt, Col. Callis who for many a year has been in charge, appears to be efficient. He relieved Chaplain Goodfellow, who turned over the affairs and records in a very loose and confused condition especially the financial part of his office
There appears to have been some transactions in Cotton between this officer and some of the Staff Officers of Genl Fiske in the fall of 1865 which the records did not explain
