In a circular from Genl. Swayne, issued in the summer of 1865. Supts were required to forward to him weekly reports of the condition of affairs in their respective districts This order is not, and has not been complied with for several months, such a report seems to me indispendable to the Asst. Commr. if he expects to keep himself well advised as to the condition of his State, and should be required at least monthly. 
No report of the number of contracts approved and the rate of wages paid is required. This information is often needed. 
The reports and returns from the disbursing office, in charge of Lt. Col. Beecher were promptly and correctly made. His books were in good order. He is an excellent officer.
The notice to county and state officials of the suspension of the issue of rations, as required in your Cir. No 10 C.S. had not been given. General Swayne told me that he had talked with the State authorities about it, and that he thought it was well known throughout the State, but that no official information had been sent to the authorities of the counties.
