widow.  The population of Alabama in 1860 was Whites 526,431 colored, including few persons 437,730.  It is supposed that there has been a greater decrease in the white than in the colored population.

The issue to the whites in August last was to 13,759 persons - as follows :- to men 1110 - to women - 3152 - to children 3515

During that month the State Authorities also issued rations.

It is difficult, in the absence of Estimates by the Assistant Commissioner, to approximate the amount which will be required to relieve suffering, that with a wall guarded issue.  I am of the opinion, to prevent  actual suffering, the issue need not exceed to 21000 persons :- say to Refugees (so called) 15,000 - to Freedmen 1000.  On this Estimate, I am influenced by the belief, that in the largest towns and cities, the municipal authorities can relieve much there.

For the Mobile District, and principally within the corporate limits of the city, rations were issued in August last to 3225 White persons, and to but 528 Colored applicants, I would not recommend the entire suspension of the issue there but it should be contracted. I was informed that
