Dear Gen'l:
I forward to day a report of an inspection of your State by Brevt Brig' Genl. F. D. Sewell. It contains information that may be valuable to you in discharge of your duties.

For me to again assure you of my confidence implies that I might have doubted your worth at sometime. Genl. Sewell has exercised the privilege of an inspecting officer in making complaints so I forward. I take pleasure in giving your administration my hearty approval, and only ask that you cull from his report such matter as may aid you.
