Private contributions though liberally made, cannot be relied on for a daily supply of food, for so large a number of starving people.  Most persons living within reach of these suffers and possessing any means, have already been sorely taxed, thousands of these people must be fed during the coming winter and spring or perish.
With an earnest appeal for the relief so greatly needed; your Commissioner would respectfully refer the claims of these unfortunate sufferers to the consideration of your Honorable body.
If the State is unable to furnish timely relief, he recommends that an appeal be made to the Federal Government for a continuance of the issue now so generously provided.
