My dear Dr. Waugh:

Thank you very much for your kind letter of January 29th, sending for my information a copy of the Resolution of the Yachting Department of the New York Athletic Club addressed to the President in opposition to the proposed transfer of the Coast Guard to the Navy.

I have been interested in reading the communication of your Club to the President, and appreciate the sentiments of high regard expressed for the Coast Guard. You may be assured that the matter of the proposed transfer is receiving the most careful consideration and study, the result of which will undoubtedly be taken into account before any action is taken in that direction.
