Remarks Explanatory of the Accompanying 
Report of Operations to Dec 31st 1865.

By order of Col C. A. Cilley Supt of Freedmens Bureau for District of West North Carolina I relieved Capt J. B. Littler of the 130th Ind on the 28th day of November 1865 who was then Asst Supt of the Sub Dist of Morganton Hd" Qtrs" of this Post.  From him I received no Books Stationery or Records of any kind with the Exception of 40 Blank Indentures.

In consequence of a lack of Stationery and a proper sett of Blank Books the Records of the office are imperfect and incomplete.  Since my connection with the Bureau of this Post I have settled between Eight and nine hundred cases of dispute and difficulty.  A large proportion of which were in relation to a proper allowance of last seasons crops.

So far but few contract have been made-
